Cathy Blacklock

Manager, Technology Enabled Learning

Cathy Blacklock is Manager of Technology Enabled Learning Ontario (TELO) in the Curriculum, Assessment, and Student Success Policy Branch in the Ministry of Education.  In this role, she has promoted the forward visioning of digital resources and the use of evidence to ensure that TELO work is aligned with ministry priorities and driving the cutting edge of technology enabled learning practice. 

Cathy has served in leadership roles in the Ministries of Health and Labour in the Ontario government.  Previously she was at the federal level of government, with a focus on policy research, evidence development, data analytics and performance measurement. 

She has a PhD in Political Science from Carleton University and a long track record of major funded research projects and scholarly publications on democratization, human rights, women’s political participation, women in conflict zones, and economic integration.  Most recently she was Assistant Professor in the Graduate School of Public Policy and Administration at Carleton.  In addition to academic appointments at Ottawa, Brock, Western and Trent she has been Adjunct Professor at the Institute of Political Economy, Carleton University and the Institute on Globalization and the Human Condition, McMaster University.  Scottie dogs are a personal passion.
